Magnolia has been my home for over 50 years and serving this community has been one of the greatest honors of my life. I have dedicated 35 years to law enforcement, 33 of those with Precinct 5, where I had the privilege of protecting and serving our citizens. As a retired Captain for Precinct 5, I hold a Master Peace Officer License and remain committed to the safety of our community.

That commitment extends beyond law enforcement. I have chosen to continueserving the most valuable members of our community—our students and educators. I currently serve as the School Resource Officer (SRO) at Lyon Elementary, where I work daily to protect and support the students and staff of Magnolia ISD.

Now, I am ready to take my service to the next level by serving as Justice of the Peace for Precinct 5, here in Montgomery County. I believe this role is about more than just upholding the law—it’s about ensuring fairness, integrity and accessibility for everyone in our community.

Duties and Responsibilities of a Justice of the Peace Billy Masden 

Preside over all Class C misdemeanors. 

  • Issue Warrants

  • Traffic Violations 

  • Property & Nuisance Violations

  • Resolve landlord-tenant disputes, including evictions

Civil Cases

  • Hear small claims and civil disputes (typically up to $20,000)

  • Handle debt claims and property disputes

Administrative and Community Role

  • Ensure court proceedings are fair, efficient, and accessible

  • Serve as a key point of contact between the legal system and the community

  • Uphold the law with integrity and impartiality
